A CULTURAL shake-up at the corporate regulator looms, with up to 1700 staff about to undergo training to change ''unproductive assumptions''.

The new chairman of the Australian Securities and Investments Commission, Greg Medcraft, is overseeing a training program designed to challenge staff attitudes.

Tender documents released yesterday reveal the commission is planning three-hour face-to-face training for all staff, including executives, on top of usual public service values training.

The documents call for a training module that ''assists staff to identify their attitudes to culture and values and replace unproductive assumptions and behaviours with more constructive workplace actions''.

It comes after a union survey found 53 per cent of ASIC employees are concerned about bullying and harassment. '

'The chairman is looking at new ways to do things and this builds on our existing staff training approach,'' an ASIC spokeswoman said.

'We feel that if it is delivered face-to-face it will make it a more powerful and engaging experience.''

The sessions will focus on public service codes of conduct, but also ''create self-awareness of participants' values, behaviours and assumptions''.

Training will also ensure staff are aware of workplace bullying and harassment legislation.

Morale at ASIC has been low since a structural shake-up in 2008 and revelations external staff were being used for enforcement work.

More staff are expected to leave after its budget was cut by about $10 million in the last federal budget.

A spokesman for the Community and Public Sector Union said it provided support and advice to bullied staff over the past 18 months.

''In our view, bullying is part of a wider problem to do with excessive workloads, workplace pressure and not enough staff,'' he said.
